Chief Innovation Training Officer

Location: The employee’s workstation is located in Sacramento. This position provides telework opportunities in accordance with agency telework policies. ODI is currently operating in a hybrid work environment with staff reporting to the office 2 days a week to Sacramento headquarters.

Annual salary: $141,336 – $168,384 based on experience and qualifications

What you’ll do

You will lead ODI’s CalAcademy Team, including experts in curriculum design and adult learning theory. Our team is curious, creative, and driven to empower state teams with the skills they need to deliver an excellent customer experience to the Californians they serve. You will measure both training and learner success to drive ongoing improvements. You’ll bring a deep understanding of adult learning theory and curriculum design, and you’ll partner with subject matter experts across a variety of fields to develop courses for a diverse range of learners. You’re a leader who will create a collaborative, supportive, and encouraging work environment. You value empathy towards everyone, including the public, co-workers, and partners across government.

You’ll lead a statewide program from development to execution and ongoing roadmap to identify, research, and publish statewide service delivery equity standards. You’ll partner with subject matter experts to create and deliver the curricula needed to empower state staff to meet those service standards. Beyond the standards-based training, you will also identify, prioritize, develop, and deliver statewide training for innovative skills including service delivery, customer experience, human-centered design, and data best practices. Internal to ODI, you’ll own both mandatory training administration as well as our professional development program.

You’re a courageous self-starter who can build impactful programs from the ground up, ensuring performance measurement across all stages to inform improvements and iterations. You’ll look at the California public sector, academia, and industry to identify opportunity areas for upskilling and empowering state teams. You’ll commit to making ODI’s training offerings accessible, using plain language and offering an assortment of training delivery modalities. You’ll show state partners how CalAcademy’s offerings prepare their teams to deliver the best possible version of their programs to the Californians they serve.

Desirable qualifications

In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate:

  • Demonstrated ability to lead and develop curricula that demonstrate cultural competency, implement best practices in adult learning, and are developed and delivered in varying ways to accommodate learning differences and preferences.
  • At least 5 years of experience in applying adult learning theory to curriculum development and delivery
  • At least 5 years of experience in a supervisory role demonstrating insight and experience related to team development, training, performance evaluation, and staff professional development.
  • Proficiency in software tools relevant to designing, developing, recording, and delivering curriculum both live and on-demand; tracking and analyzing course and learner performance to improve future delivery and outcomes; and administrative tracking of professional development coursework. 
  • Ability to develop and implement the program policies and procedures to develop and upskill staff statewide in innovation, service delivery, human-centered design, and data best practices.
  • Demonstrated ability to make strategic decisions that align with the Administration’s priorities, as well as organizational goals and objectives, considering both short-term priorities and long-term implications.
  • Demonstrated ability to partner with subject matter experts in data and/or design to develop curricula; demonstrated partnership with leaders in the public and private sectors to effect change. 
  • Experience leading initiatives to drive innovation, including the research, development, delivery, and enablement of statewide standards and programs; and policy and program development for high-impact innovations such as emerging technologies.
