The Office of Data & Innovation (ODI) is seeking a Chief People and Culture Officer who will lead the strategic direction and execution of a range of HR matters.
Location: The employee’s workstation is located in Sacramento, CA. Travel may be required as needed to attend meetings, conferences, and/or training classes. This position provides telework opportunities in accordance with agency telework policies.
Annual salary: $111,516 – $126,600 based on experience and qualifications

What you’ll do
- Oversee the strategy and processes for attracting, developing, and retaining top talent.
- Serve as a trusted advisor to leadership, managers, and employees on a wide range of HR matters.
- Develop and implement initiatives to increase equality, diversity, and promote a culture of inclusion within the workplace.
- Ensure the department adheres to all relevant labor laws, regulations, and policies set forth by CalHR, SPB, and SCO.

Desirable qualifications
- Proven experience in developing and implementing comprehensive HR strategies.
- Strong background in talent acquisition, workforce strategy, classification and pay, performance management, transactions, exams, position control, and labor relations.
- In-depth knowledge of California labor laws, regulations, and policies (CalHR, SPB, SCO).
- Experience in HR consultation, policy development, and compliance auditing.
- Proficiency in managing HR operations and programs.
- Expertise in fostering a culture of equality, diversity, and inclusion.
- Ability to effectively represent the department in interactions with external stakeholders and collaborate internally.
- Capable of providing training and mentorship to ensure compliance and skill development within the HR team.
- Experience utilizing Microsoft Office Suite, Adobe Creative Cloud, Lucid, Coda, Airtable, Asana, BreezyHR, Tempo timekeeping, ECOS, and Management Information Retrieval System (MIRS).
