IT Procurement Supervisor

Under the direction of the Chief Information Officer (CIO), the IT Procurement Supervisor (IT Supervisor II) leads ODI’s IT procurement and contract administration functions and provides oversight of IT-related fiscal coordination and operational compliance. This position manages IT acquisition planning, supervises IT procurement staff, and ensures compliance with State IT policies, procurement regulations, and delegated purchasing authority.

Location: The employee’s workstation is located in Sacramento, CA. Travel may be required as needed to attend meetings, conferences, and/or training classes. This position provides telework opportunities in accordance with agency telework policies.

Annual salary: $102,048 – $136,740  based on experience and qualifications

What you’ll do

  • Lead and manage ODI’s IT procurement and contract administration activities to ensure efficiency, compliance, and accountability.
  • Serve as ODI’s primary authority for IT procurements and contracts, overseeing solicitations, vendor performance, and IT-related expenditures.
  • Coordinate IT acquisition planning, budgeting alignment, and expenditure tracking in support of technology initiatives and project portfolios.
  • Supervise and develop professional staff supporting IT procurement and contract management functions.
  • Ensure compliance with State IT and procurement policies and standards (SIMM, SAM, SCM, PCC, GC) and internal IT fiscal controls.
  • Advise the CIO and executive team on IT procurement strategy, technology acquisitions, cost analysis, and contract risk management to support operational and project priorities.

Desirable qualifications

  • Strong working knowledge of State of California IT procurement laws and policies (SIMM, SAM, SCM, PCC, GC) and delegated purchasing authority requirements.
  • Proven leadership experience in IT procurement and contract management, successfully guiding complex technology acquisitions from planning through award and administration.
  • Experience leading competitive IT solicitations (RFP, IFB, CMAS, Master Service Agreements) and managing vendor negotiations and contract performance.
  • Experience aligning IT acquisition planning with budget considerations, cost analysis, and strategic technology initiatives.
  • Strong analytical skills with the ability to assess risk, evaluate procurement options, and develop compliant, practical solutions.
  • Excellent written and verbal communication skills, including the ability to present procurement strategies and requirements to executives and stakeholders.
  • Ability to manage multiple high-visibility procurements simultaneously while meeting statutory deadlines and maintaining attention to detail.
  • Demonstrated ability to supervise and develop professional staff, set clear expectations, and build a collaborative, accountable team environment.
  • Demonstrated success building effective working relationships with control agencies, program leadership, technical teams, and external vendors.
  • High level of integrity and sound judgment in handling confidential procurement and contractual matters.
  • Proficiency with procurement tracking systems, financial tools, and collaboration platforms that support transparency and reporting.
  • Adaptability and commitment to continuous improvement in response to evolving technology, policy, and business needs.
