Senior Data Policy Analyst

We are seeking a Senior Data Policy Analyst to join the CalData team at ODI, a team filled with bright and empathetic data people. ODI works across all departments in the state, with data that touches all Californians. You will find that the problems and challenges we engage with require the heart as much as the mind.

Location: ODI staff reside throughout California. This position provides telework opportunities in accordance with agency telework policies. ODI is currently operating in a hybrid work environment with staff reporting to the office 2 days a week to either Sacramento HQ or our Oakland Hub.

Annual salary: $97,776 – $126,060 based on experience and qualifications

What you’ll do

  • Support major initiatives to develop and shape new data governance and analytics policies and standards and supporting guidance via an iterative and inclusive process.
  • Bridge policy and practice. You will be a crucial bridge between policy and implementation, collaborating and drawing on the experience of the CalData Data Services team, Advanced Analytics & Evaluation team, subject matter experts across the state, and experts outside the state.
  • You will also collaborate with state data teams via CalData’s data communities of practice to streamline implementation and ensure the policy or standard meets the needs of the data teams.

Technical/knowledge skills

  • Experience developing data standards and policies 
  • Experience with conducting research and literature reviews
  • Experience implementing policies and best practices in organizations
  • Experience with user centered design practices
  • Experience with iterative testing and scaling from pilot to production
  • Understanding of metrics development frameworks and approaches
  • Understanding of the the data analytics lifecycle and common pain points felt by data users 

Bonus qualifications

  • Familiarity with agile methodologies and how relates to data governance and analytics
  • Understanding of modern data stack, data science, and/or data governance approaches
  • Experience facilitating metrics definition conversations
  • Understanding of ethical considerations surrounding AI, in particular impact on disadvantaged communities
